THE CURRENT STATE OF THE STRUCTURE OF PHARMACY ESTABLISHMENTS, THAT ARE IN THE COMMUNAL PROPERTY OF TERRITORIAL COMMUNITIES OF CITIES, IN THE CONTEXT OF PHARMACEUTICAL SAFETY

Abstract

Among the key issues of pharmaceutical safety are the issues of maintaining the appropriate level of pharmaceutical supply and the quality of pharmaceutical care in emergency situations. The article contains an analysis of the structure of pharmacy establishments (PE) that are communally owned by territorial communities of big, large and largest cities and regional centers of Ukraine, with a further determination of their potential to create reserves of pharmaceutical products in the conditions of a projected deficit of local budgets. The research material was the response letters that were received to information requests regarding the structure of PE, which are communally owned by the territorial communities of cities and are located in the territory under the control of the government of Ukraine. The number of response letters (30) significantly exceeded the number of requests (22), since each local self-government body has its own structure, which caused the need to redirect the request to the appropriate information managers. In addition, in order to realize the goal of the work, general scientific methods of research were used: system approach, content analysis, comparison and generalization. It was established that in the communal property of the majority (54.5%) of the territorial communities of big, large and largest cities of Ukraine, there were no PE. The rest of the 10 investigated territorial communities own 87 PE, including one pharmacy warehouse, 23 pharmacies and 63 pharmacy points. At the same time, there are three pharmacy points for one pharmacy. It should be noted that almost two-thirds of PE (62.0%) are communally owned by three cities (Kryvyi Rih, Odesa, and Zaporizhzhia). It is worth noting that only one of the 23 pharmacies, namely the «Municipal pharmacy of the city of Kharkiv», is exempt from rent during martial law. It was determined the necessity of substantiating the expediency of PE to be communally owned by territorial communities of cities in the conditions of the projected deficit of regional and city budgets, as well as the inability of these PE, from the point of view of pharmaceutical safety, to be a qualitative basis for the creation of reserves of pharmaceutical products for prevention and elimination consequences of emergency situations.
